You will be able to become mayor once you own all the areas of a Land.
Example:
Cyrule Mountains
-Kave Peak -you own
-Yula Town -you own
-Sun Scrape Ruins -you own
-Barabarak Town -you own
You will become mayor of Cyrule Mountains
